The Information Commissioner’s Office (ICO) has highlighted ongoing concerns about how people experience accessing their care records, and the need for local authorities to continue strengthening
practice in this area. The ICO has published updated guidance on data subject access requests. |
ICO research shows:
For care leavers, Subject Access Requests are not routine data tasks. They are often requests for identity, history, and understanding. When records arrive late, incomplete, or without clear explanation, the emotional impact can be significant. At the same time, the ICO has signaled increased scrutiny of how care records requests are handled.
Rees Foundation has been actively supporting care experienced people and local authorities with access to care records for a number of years. The ICO’s Better Records Together standards reflect many of the challenges and harms we have long seen in practice and provide a helpful framework for strengthening how access to records is delivered. Our support is designed to complement this direction and build on existing good practice.

This training provides the participants with the opportunity to extend their knowledge, skills, and confidence in handling Subject Access Requests relating to care records. The course combines legal context, research evidence, and lived experience to support confident, trauma informed decision making. Find more information here.

A structured offer for authorities supporting more sensitive or higher risk situations, combining workforce development with direct support for care experienced people. Find more information here.
